In prepared testimony before the Senate Foreign Relations committee this morning, Secretary of State-designate Condoleezza Rice pledged to increase exchanges and to make public diplomacy a ‘top priority’ for herself and for the Department of State. She also stated that the United States ‘must remain open to visitors and workers and students from around the world’.

Responding to Senate Foreign Relations Committee Chair Richard Lugar’s (R-IN) desire that the United States “achieve an effective balance on student visas”, members of the higher education and exchange communities yesterday offered suggestions to improve visa processing at a hearing before the Committee.

Rep. Jim Kolbe (R-AZ) today told Secretary of State Colin Powell that Congress faces a very tough budget outlook this year and that the International Affairs budget was going to have to directly compete with domestic spending programs. Kolbe told Powell, "We may not be in a position to fully meet your needs."
