► Global competency, including language ability, is a necessity for American students and teachers in the 21st century, the National Education Association said in a recent report. Students and teachers are not the only ones who need, and benefit from, global experience and foreign language learning: John Negroponte said that increasing language capability among FSOs is the Foreign Service’s “greatest challenge,” and Rep. Michael Honda (D-CA) wants to give federal government employees who speak another language a raise.
