Washington, D.C. – October 31, 2023 – Yesterday, the Bureau of Educational and Cultural Affairs (ECA) at the U.S. Department of State published a notice of proposed rulemaking (NPRM) in the Federal Register regarding the federal au pair cultural exchange program. After an initial review, the Alliance and its members designated by the Department of State to administer the au pair program are concerned that the comprehensive changes being proposed would pose a threat to this important federal cultural exchange program.
On behalf of our members, the Alliance will continue to review and analyze the proposed regulation. The 60-day public comment period for this proposed regulation will be critically important for program sponsors, program participants, and all those who have an interest in this cultural exchange program to share their feedback, specifically on areas of concern or support. The State Department has requested feedback on the proposed language and we understand will review all responses. The Alliance will continue our engagement with members of the au pair sponsor community to understand the impact of the proposed changes and we plan to engage in the public comment process accordingly.
